Anything smaller goes in a bag and once a year they given to a lady at church who cashes them in with a recycling company and gives you cash based on weight - it's meant for clothes but they take any textiles. The (fairly small) amount of cash she gets goes to charity. That meant there were no scraps too small to keep. But I gave up that project long ago and now cut all my stuff up into squares going as small as 1.5".
